Updated version of the Project implementation Manual under the First Call for proposals - Version 3 enters into force on 22.03.2017. The changes concern mostly the following:

• Procurement requirements for Serbian partners in case a project partner implements simultaneously more than one project (p. 3.3, page 7);
• Applicable legislation regarding Community Customs Code (p. 4.1, page 10);
• Applicable procurement rules for Works under 2 500,00 Euro (p. 4.3, pages 14 and 15);
• Use of Declaration of Honor for procurement contracts with a value of EUR 20 000 or less (p. 4.3, page 15);
• Requirements for inviting the  JS to observe evaluation process (p. 4.3, page 16);
• Requirements for drawing up a list of at least three candidates with a justification for choice of potential bidders, under competitive-negotiated procedures (p. 4.3, page  16);
• Content of tender dossiers for competitive-negotiated procedures (p. 4.3, page  17);
• Applicable State aid rules for Bulgarian partners (p. 5.1 and p. 5.2, pages 32-34);
• FLC process description (p.7.2, page 40-42 and 44);
• Exchange rates (p. 7.7, page 48);
• Financial and accounting documentation (p. 7.9, pages 54-59);
• Complete text of co-financing statement and content disclaimer (p. 8.1.1, pages 73-74);

Additionally, the following annexes were updated:

• Annex 10 - Visibility rules for small and unique promotional materials (page 9);
• Annex 14.2 - p. 4 of Instructions to tenderers;
• Annex 15 – detailed instruction on the use of the Beneficiary portal.
