Project summary:

Project aim: 1. To strengthen cross-border cooperation between Serbian and Bulgarian emergency management authorities in order to reduce the effects of floods, landslides and other natural and manmade disasters 2. To improve the capacities of the cross-border area and target municipalities in Serbia and Bulgaria to jointly manage disaster risks.

Planned activities: Training Programme elaboration; procurement of equipment; Joint Response Plan elaboration; Joint field exercise scenario preparation; Training courses for management and operational staff; Seminar for local authorities on coordinated flood response and management; Joint field exercise.

Expected results: 1. Improved operational capacity of the emergency management authorities in the project area 2. Improved cooperation of the local emergency management authorities in the project area for joint cross-border interventions 3. Improved cooperation and coordination mechanisms of Serbian and Bulgarian national emergency management authorities 4. Joint protocols and communication channels established 5. Joint training programmes adopted 6. Joint intervention procedures adopted 7. Improved capacities of local institutions for emergency response 8. Awareness of the general population of the target municipalities about disaster risk management raised.

Project summary:

Overall objective is to reduce as much as possible the risk of damaging consequences from floods in the cross-border area. Specific objective is to take adequate measures for prevention of floods, reaction in emergency and recovery of post-flood damages on the territories of Etropole and Bela Palanka municipalities.

Activities: Activity 1 – Development of CB Integrated System for Early Warning of Floods The system will comprise of telemetric hydrometric stations, equipped with video cameras, batteries and solar panels– 2 in Etropole and 6 in Bela Palanka two situational centres (one in each municipality) equipped with monitoring stations (4 in Etropole and 6 in Bela Palanka ) 1 server and 1 video wall and video surveillance software; and specialized software system for early warning to be installed on the hardware in Etropole situational centre and data to be transmitted via internet to Bela Palanka situational centre; Activity 2 – Providing a Specialized Equipment for Flood Prevention and Reaction Activities. Each project partner will procure one cross over all-terrain vehicle for evacuation needs as well as for transportation of first responders to disaster areas; Activity 3 – Thematic Training in Flood Risk Management Through this activity a training will be provided for first responders - paramedics, nurses in ambulances, fire-fighters, civil protection servants, special employees in charge for disaster management in the local authorities how to react in case of floods. Altogether 30 people will pass the course – 15 for each partner; Activity 4 – Information and Publicity Through this activity appropriate publicity of the project and of the EU financial contribution will be ensured, following the program visibility guidelines, through elaboration of promotional materials, media publications and informational leaflets.

Outputs: Cross-border Integrated System for Early Warning of Floods - 1 here; Specialized equipment provided – 2 excavators and 2 cross over vehicles (one each for each partner); 30 first responders trained in Flood Risk Management.
Results: Secured higher degree of protection of people, nature and assets form possible flood in the CBC area; Increased technical capacity for prevention, emergency and mitigation activities related to floods; Increased institutional capacity in Flood Risk Management of the local authorities and communities.

The project objectives are as follows: 1. Repair and rehabilitation of flood protection infrastructure in Dupnitsa. 2. Supply of specialized equipment for flood prevention in Gadzin Han. 3. Reducing the risk of flooding related damages to urban territories. 4. Enhancing cross-border cooperation in prevention and management of climate related risks for local population.

Expected results: 1. Flood protection infrastructure in Dupnitsa repaired and rehabilitated. 2. Specialized equipment for flood protection purchased for Gadzin Han. 3. The risk of flooding related damages to urban territories reduced. 4. Cross-border cooperation in prevention and management of climate related risks for local population enhanced.
